AUSTRALIAN NATIONAL ACADEMY OF MUSIC AND
AUSTRALIAN YOUTH ORCHESTRA REVIEW
The Minister for Arts and Sport, Senator Rod Kemp today announced that the Australian Government will commission a review of the Australian National Academy of Music (ANAM) and the Australian Youth Orchestra (AYO).
The review will examine the high-level classical music performance training funded by the Australian Government and to guide the Government's future involvement in the sector.
'It is timely that we take stock of how our most gifted students are being prepared for their future careers as outstanding professional musicians,' said Senator Kemp.
The review will provide advice to the Government on recognised international best practice in classical music performance training. It will study the vocational and industry context in which ANAM and the AYO operate, assess their performance and recommend possible future directions for elite training in classical music performance in Australia.
An independent advisory committee will guide the progress of the review. Mr Jonathan Mills will chair this committee. Mr Mills is a noted composer and was the Artistic Director of the Melbourne International Festival of the Arts in 2000 and 2001. He will be assisted by Mr John Jennings, Director of the New Zealand Universities Academic Audit Unit, and Dr Anne Lierse, Acting Director of Music at Melbourne High School.
'The Advisory Committee will deliver significant educational expertise and insight into the needs of the classical music sector,' Senator Kemp said.
The Advisory Committee will be assisted by a group of Critical Friends, which will include widely respected music professionals who are committed to the training of our gifted music students.
ANAM has been funded by the Australian Government since 1995 to provide intensive training in solo performance for talented young musicians. The Government also provides ongoing support to the AYO, which has been developing Australia's emerging orchestral musicians through programs such as the National Music Camp since 1948.
The review will involve widespread consultation with relevant stakeholders and other interested parties and will report by the end of the year.

Terms of Reference
IntroductionSince 1995 the Australian Government has funded the Australian National Academy of Music (ANAM) to provide training in solo performance for elite professional musicians. The Australian Government also provides support for emerging professional orchestral musicians through grants to the Australian Youth Orchestra (AYO). It is timely that the Government now takes stock of its commitment to elite classical music performance training and undertakes a strategic review to guide future involvement in the sector.
Objective of the ReviewThe review will provide information and advice to Government on best practice in elite classical music performance training. It will establish the context in which ANAM and AYO operate; advise on the appropriate role of ANAM and AYO within that context; assess the performance of ANAM and AYO; and recommend possible future directions for elite classical music performance training in Australia.
Advisory Committee
An independent advisory committee has been appointed by the Minister for Arts and Sport to guide the progress of the review. The advisory committee will meet as required throughout the process in order to provide expert advice and comment. Key tasks of the advisory committee will include:
- Contributing specialist knowledge and ideas to staff and consultants engaged with the review;
- Consulting with the classical music community and other stakeholders;
- Ensuring that the review is conducted transparently;
- Ensuring that the needs and issues of the classical music community are taken into account in the review's final recommendations; and
- Providing expert advice to the Minister for Arts and Sport on key issues.
The Department of Communications, IT and the Arts will provide secretariat services for the advisory committee.
Review consultantThe Department of Communications, Information Technology and the Arts will appoint a consultant to undertake the review tasks and prepare a report for the Minister for the Arts and Sport, under the expert guidance of the advisory committee. The report will include recommendations relating to the objective of the review and the review tasks.
Review tasksThe review will address and report on the following:
- The classical music industry context in which ANAM and AYO operate;
- The educational/vocational training context in which ANAM and AYO operate;
- An assessment of the performance of the ANAM and AYO; and
- Future directions for elite classical music performance training in Australia through ANAM and AYO.
